EngenderHealth is an international NGO funded by the United States Agency for International Development (USAID) in Tanzania. EngenderHealth works worldwide to improve the lives of individuals by making reproductive health services safe, available, and sustainable. We provide technical assistance, training, and information, with a focus on practical solutions that improve services where resources are scarce. CHAMPION Project (Channeling Men’s Positive Involvement in a National HIV/AIDS Response) Project which seeks to increase positive male involvement in HIV and reproductive health,is funded by USAID and led by EngenderHealth. The project is implemented in ten regions throughout Tanzania, with the main office located in Dar es Salaam. CHAMPION invites applications from suitably qualified candidates to fill in the Program Officer, Monitoring and Evaluation post based in Dar es Salaam, Tanzania. This position is open to local candidates only.
JOB SUMMARY
Primarily responsible for assisting in managing and supporting CHAMPION monitoring and evaluation (M&E) functions, including tracking and processing data for output, outcome, and impact project indicators and ensuring implementation of the project M&E plan. This will require working closely and assisting project staff, strategic partners and implementing partners.
RESPONSIBILITIES:
· Assist in developing and strengthening M&E Systems for CHAMPION and its implementing partners (partner NGOs and workplace sites).
· Assist in developing, revising and implementing CHAMPION Performance Monitoring Plan
· Assist in designing, refining and managing CHAMPION’s information and communication system.
· Provide regular M&E Technical assistance to CHAMPION implementing partners and sub-grantees on developing and utilization of the M&E plan
· Work closely with program staff on designing and conducting different assessments, surveys, researches relevant to CHAMPION project
· Develop and monitor data collection instruments for qualitative and quantitative CHAMPION indicators
· Conduct periodic data quality assessments for CHAMPION and implementing partners’ M&E system
· Coordinate and conduct M&E training to CHAMPION implementing partners and sub-grantees based on the needs.
· Organize supportive monitoring visits for CHAMPION implementing partners and sub-grantees, in collaboration with other program officers.
· Provide M&E support to the designing/reviewing, implementation and evaluation of CHAMPION activities by other program officers.
· Collect and compile monthly, quarterly, semiannual and annual reports, including from implementing partners.
· Assist in soliciting and documenting successes, challenges, case studies and lessons learned from the field sites and inform the projects.
· Assist in project evaluation events
· Perform other duties as assigned
EDUCATION, EXPERIENCE & CERTIFICATIONS:
· University degree or advanced degree in demography, public health, epidemiology, or biostatistics. Interested candidates with informatics and IT/Computer science skills Candidates with Computer/IT expertise relevant to the above duties are strongly encouraged to apply.
· Experience in planning and facilitating trainings
· A personal and professional commitment to gender equality.
· Fluent in English and Kiswahili, with excellent written and oral communication skills.
· Computer literate with proficiency in data management and analysis programs including SPSS, Epi Info and Ms Access.
· At least 3 years proven experience in HIV/STI and reproductive health-related monitoring, evaluation and research.
· Ability to travel up to 40% of time.
KNOWLEDGE, SKILLS AND ABILITIES:
· Sound knowledge of monitoring and evaluation methodologies to plan and manage CHAMPION project -specific activities.
· Knowledge of relevant national and international indicators related to Gender, Reproductive health and HIV/AIDS.
· Demonstrated ability to provide technical assistance on monitoring and evaluation of programs/projects
· Strong IT and computer skills necessary for the information systems management, database design & management, data analysis and reporting, including Microsoft-Word, Excel, Access, Epi Info and SPSS.
· Ability to apply qualitative and quantitative methodologies in monitoring, evaluation and research.
· Ability to convey results to non-technical stakeholders, generate interest in the use of M&E results, and help staff apply them to make programmatic improvements.
· Ability to work as part of an interdisciplinary team.
· Solid communication skills, both oral and written, in English and Swahili.
· Strong organizational skills
