UNDP Tanzania invites application letters from qualified Tanzanians for the position of National Project Coordinator for an HIV and AIDS Project in Prisons, which is executed by the United Nations Office for Drugs & Crimes (UNODC) based in Nairobi. The incumbent will be based in Dar es Salaam, but working under the direct supervision of the International Project Coordinator (IPC) in the Regional Office for Southern Africa (ROSA). The successful candidate’s work goals will aim at contributing towards reaching the objectives of the Regional HIV/AIDS Programme through supporting the implementation of the programme activities in Tanzania.
Some of the specific duties and responsibilities:
• Support the International Programme Coordinator (IPC) to ensure that project activities in Tanzania are carried out in a timely manner, monitor all aspects of project implementation and identify challenges and propose corrective actions, coordinate with relevant stakeholders nationally and regionally to ensure project objectives are attained, undertake regular missions to project activity sites, prepare all reports and correspondences relating to progress in implementation, participate fully in the country level UN joint team on HIV/AIDS and other AIDS related initiatives.
• Assist the IPC in preparing country work plans, project and budget revisions by providing up to date implementation information in a timely manner, contribute to the review of programme and grant proposal selection processes, identify gaps and opportunities, develop project proposals, including contribution for Global Fund and other donors and ensure that HIV and AIDS activities as it relates to prisons are funded.
• Provide secretariat services to the National Level Project Steering Committee, recruit and supervise experts/consultants and project personnel, facilitate mission of IPC and other experts providing technical assistance to the project, establish and maintain financial records in respect of project expenditures and ensure timely and accurate submission of financial reports (including petty cash management), maintain computer-based correspondence and financial records and filing systems to keep accurate track of project documentation.
Academic qualifications, experience and skills:
• A Masters Degree in Public Health, Social Sciences, or related fields with experience in Project Management. At least 5 years working experience on HIV/AIDS and/or development projects in the Southern African Region. Preferably exposure to working with externally-financed donor projects linked to policing or social crime prevention. Fluency in English and Kiswahili, with proven/strong writing skills. Proficiency in word-processing, advanced MS-Excel and database (MS-Access) highly required.
• Ability to work in an international and multicultural environment, excellent conceptual, analytical, negotiating, communication and advocacy skills, ability to formulate and manage budgets, transactions, conduct financial analysis and reporting, proven ability to write technical reports and reviews and conduct presentations by clearly formulating positions on issues and defending recommendations.
Type of Contract: Service Contract. Duration: One year initially. Salary Level: SB 4
