Senior Behavioural Change Communications Advisor

T-MARC Company Limited is an independent, Tanzanian-led and controlled organisation dedicated to improving the health status of Tanzanian families. T-MARC employs a dynamic approach, bringing together public and private stakeholders in order to develop and expand consumer markets for a broad range of health products and promote behaviour change that will improve public health. These products and campaigns contribute to a demonstrable health impact in the areas of HIV/AIDS, reproductive health, child survival, infectious diseases and malaria and are specifically targeted at vulnerable, at-risk and low-income audiences.

BROAD FUNCTION

This position reports to the Technical Director and is based in Dar es Salaam with travel as necessary.
Senior Behavioural Change Communications Advisor (BCC Advisor) is a support role to the T-MARC Programme Managers and Business Development Manager. The BCC Advisor will use his/her leadership and experience in this area to strengthen T-MARC’s competency in BCC and to develop blueprint policies, guidelines and procedures to support the effective development and implementation of T-MARC’s social marketing and behaviour change interventions.

DUTIES AND RESPONSIBILITIES
Develop and disseminate a strategic process for designing, implementing and monitoring behaviour change communication interventions (with a focus on health communication messages) at head office and in the field. QUALIFICATIONS AND SKILLS

• Minimum 2 years international experience with a health or marketing organization. Experience in Africa, especially Tanzania, a strong advantage.
• Minimum 2 years project management experience which includes the design, implementation and coordination of monitoring & evaluation activities for at least one public health communication campaign or Interpersonal Communication intervention.
 
• In addition to marketing/communication capacity, technical expertise in research analysis and implementation preferred.
• Knowledge of public health issues (HIV, maternal and child health and reproductive health) strongly preferred.
• Fluency in spoken and written English essential.
• Knowledge of and experience using Microsoft Office essential.
• Excellent writing and presentation skills essential.
• Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential.

• Review relevant BCC theories, concepts, practices and approaches to identify and develop BCC process templates and guidelines for developing BCC messages and campaigns(e.g. for creative briefs, creative agency evaluations, creative agency relationship management guidelines etc) and disseminate and train head office technical managers on their use.
 
•Support the Technical Director to design and implement annual capacity building plans for BCC and social marketing (including but not limited to DELTA and P Promo, media channel selection/media mix, creative briefs development and agency selection, prioritizing research results) for HQ and field staff and pre-test the tools developed.
• Facilitate and train technical programme managers on relevant BCC processes and provide then with technical guidance and support on all BCC activities.
• Contribute to the development and implementation of T-MARC’s annual marketing plans and programme logframes and help set and achieve against performance measurement targets.
• Develop, disseminate and train technical staff and field teams in Interpersonal Communication (IPC) intervention guidelines. Once guidelines are understood by Technical Managers to develop IPC and other BCC interventions to train appropriate T-MARC staff, sub-grantees and contractors in the implementation and monitoring of these interventions.
• Coordinate with the MER and Operations director to deliver on support supervision, monitoring and trainings requirements for BCC capacity building and implementation guidelines.
• Contribute to the development of quantitative and qualitative study designs and questionnaires and assist the Technical Director in prioritizing research results to inform decision-making process.
• Identify, participate and represent T-MARC in relevant BCC technical working groups with Government, stakeholders and implementing partners.
•Contribute to a BCC training needs/capacity building analysis for technical Managers and field staff and assist in the development of strategies to address the identified needs.
• Identify, report and attend relevant BCC capacity building opportunities.
• Support T-MARC’s Business Development Manager to identify, assess and pursue opportunities for new and existing behaviour change interventions.
• As needed support T-MARC’s business development efforts, particularly in strategizing and developing BCC related proposals.
• Contribute as needed to the development of donor related reports
