Senior Monitoring Evaluation and Research Manager

T-MARC Company Limited is an independent, Tanzanian-led and controlled organisation dedicated to improving the health status of Tanzanian families. T-MARC employs a dynamic approach, bringing together public and private stakeholders in order to develop and expand consumer markets for a broad range of health products and promote behaviour change that will improve public health. These products and campaigns contribute to a demonstrable health impact in the areas of HIV/AIDS, reproductive health, child survival, infectious diseases and malaria and are specifically targeted at vulnerable, at-risk and low-income audiences.

BROAD FUNCTION
The Senior Monitoring Evaluation and Research Manager (Senior MER Manager) heads the MER unit and is responsible for overseeing, coordinating and managing all monitoring, evaluation and research activities of T-MARC with the main purposes of guiding programming and ensuring quality of implementation of the activities.
The MER unit works under and reports to the Technical Director.

PRIMARY DUTIES/RESPONSIBILITIES Responsible for developing and implementing annual research agenda, including:
Regular planning, implementation, analysis and re-analysis for qualitative and quantitative studies
Provide guidance, mentorship, analysis and dissemination of qualitative and quantitative research findings from different internal research activities
Provide timely information/data about products, consumer behaviour, targets and promotional campaign
Provide regular quantitative technical support to T-MARC internal research
Design and review quantitative tools for various studies
Write study designs for all surveys to be conducted by or for T-MARC
Advise contractors and T-MARC Staff on field work planning and questionnaire designing for quantitative and qualitative work
Develop and review questionnaires required for data collection
Participate in regional and international workshops/meeting and present research findings conducted
Draft contracts between T-MARC and research institutes or consultants
Supervise and assist on quantitative data analysis and interpretation and provide reports as needed by the research department
Supervise and assist on qualitative data analysis and interpretation and provide reports as needed by the research department
Prepare research monthly reports
Prepare workshops for data analysis and dissemination of reports
Ensure that all research reports are published and disseminated Give guidance, direction and supervision to the Research Team
Manage statistical packages installation and do data backup of all research data
Evaluate proposals of research institutes or consultants and assess the reasonability of their cost and soundness of technical outlines
 Supervise any data collection in the field and data entry performed by contractors or by T-MARC staff

•Proven experience of monitoring and evaluation of development projects
•Experience with managing budgets
•Excellent written and spoken communication skills in English
•Computer knowledge

•Ability to work with teams and various departments

A postgraduate degree in the statistics, mathematics, development studies, Public health or related fields.
Experience
Not less than four years of working experience in various researches.
Skills
Full proficiency in all standard statistical packages
Remuneration
The post attracts a remuneration of a gross pay between Tshs. 4,200,000 and 5,200,000 depending on the qualifications and experiences plus generous fringe benefits.
